A hazardous-materials team from the Billings Fire Department was dispatched to the Yegen Drain on Tuesday morning after an oily sheen was reported in the small ditch near Ninth Avenue South.
Phillips 66 reported the sheen at 9:30 a.m., said Battalion Chief Dave Gilbert.
"We couldn't find a source for it," he said.
The runoff seemed to originate upstream from both refineries and the pipelines that cross the drain.
Gilbert said the sheen could have originated as runoff from South 27th Street as snow melted from the roadway or a neighboring parking lot.
The sheen had dissipated from the surface by midafternoon, Gilbert said.
The state Department of Environmental Quality has been notified.
"If we can't find the party who is responsible for the spill, the city or county government will be responsible for cleaning it up," said Lisa Peterson, public information officer at the DEQ.
Peterson said the agency will be in touch with local officials as they continue investigating the spill.
